When you want a certain rate to show first at checkout

Unfortunately the answer is: No. 

The order of the shipping rates at checkout are always from lowest to highest price, with the first option automatically pre-selected. 

It is not possible to change this - it's a hard coded rule within Shopify and they offer no ability to modify this behavior via any settings or through any apps.

If rates have the same price, then it goes in alphabetical order based on letter characters only.
